Bill Shorten gave the sector official imprimatur when he appointed the Disability Investment Group last year to develop the insurance scheme. Two figures were key in devising it: Bruce Bonyhady, the chairman of Philanthropy Australia, and John Walsh, a brilliant actuary whose quadriplegia led him to an interest in insurance schemes, and who devised the NSW Lifetime Care and Support Scheme for people injured in vehicle accidents. In their draft plan they recommended the government commission a comprehensive feasibility study. That is happening now at the Productivity Commission, with Walsh as associate commissioner.

"They stand accused of being tight-fisted so it's no wonder the world's mega rich are getting a bad rap.  The latest statistics show that those with serious money are the stingiest when it comes to giving, and that low income earners donate 30% more of their income than the wealthy.

But thankfully not all are Scrooge -- Qantas CEO Geoff Dixon is the latest to join the generosity club after pledging $70 million to charity, joining a long list of celebrities and mega wealthy to relieve themselves of truckloads of money for worthy causes.

So who are your most generous famous faces??

American Bill Gates tops the list after parting with a whopping $4 billion, Oprah Winfrey let go of $52 million, Arnold Schwarzenegger said goodbye to $4 million, Angelina Jolie coughed up $3 million and Nicholas Cage gave a lazy $1 million.

Back home our top givers, apart from Geoff Dixon, include Frank Lowy who pledged $15 million to charity, Richard Pratt spent $12 million on worthy causes, the Smorgen family relieved themselves of $6 million and then there's Clive Berghoffer, the man who had made so much money from investing in property, he's been giving away $50,000 a week to individual needy causes.

But before you put your hand up for a hand out think again -- most of the charity donations go to organizations who concentrate on looking after the poorest of the poor."
